SC questions odd-even, summons 4 chief secretaries

A two-judge bench has summoned chief secretaries of Delhi, Punjab, Haryana and Uttar Pradesh to explain their failure to curb stubble burning that is blamed for the deadly smog hanging over the region. “This is worse than an emergency,” said Justice Arun Mishra, sitting alongside Justice Deepak Gupta.
